A Method of Works Plan (MOWP) forms the legal authority to conduct works on an active airport. MOWPs are documents, targeted at airlines and other airport users and are designed to detail the airport works schedule in a plain English, easy to read format. Critically, items such as the restrictions to aircraft operating at the airport are set out for the ease of pilots, air traffic control, and other operators.
MOWPs contain draft Notices to Airmen (NOTAMs) and can be accessible to pilots through trigger NOTAMs. The phraseology contained in MOWPs can be aviation specific, as to the process of NOTAM drafting and release.
